Land Use Hearings

Happy Valley’s Planning Division holds regular Land Use Hearings that are open to the public.

Depending on the type of land use application, decisions are made either administratively by staff, or at a public hearing by the Planning Commission, Design Review Board, Hearings Officer, or City Council.

Planning Commission

The Planning Commission is responsible for decision-making for land use applications and makes recommendations to City Council regarding planning policy. Planning Commission is guided by the Land Development Code and Comprehensive Plan for guidance in decision making.

Design Review Board

Design Review Board members are involved in the building and site design review for new construction of commercial and multi-family developments. This ensures that the Happy Valley Style, pedestrian safety and landscaping requirements are met by the developer.

Hearings Officer

The Hearings Officer is an impartial third-party land use attorney contracted by the City of Happy Valley. The Hearings Officer is responsible for applying the City’s Land Development Code in making a decision on applications for a variety of “quasi-judicial” land use applications.
